Promote StobeServer 1.1.0 from unstable to dev.

Highlights

• Add configurable push-to-talk speech-to-text settings and connector UI.
• Add diary audio playback, longer segmented diary generation, and person filtering.
• Add the player-dialogue audio setting under prompt and rechat controls.
• Add optional profile-rule backfill for existing NPC profiles.
• Seed response-mode defaults for new profile installations.

Validation

• PHP syntax checks passed for all 17 changed PHP files.
• Diary timestamp and PocketTTS audio.cpp regression checks passed.
• Local deployment from unstable commit 4dab5d0 completed successfully.
• Database updates passed, the background processor is running on port 12346, and server/health endpoints returned HTTP 200.
• Coordinated package validation passed against the Stobe and StobeServer 1.1.0 version sources.
• Database-backed profile-rule regression tests were not run against the protected local database; GitHub CI will run them with its dedicated test database.
