This PR cleans up the contributor-facing docs and repo entrypoints so they better match the current MUIOGO workflow.
It updates the
READMEbanner to reflect that applications are now closed and adds a link to the UN OICT OG–CLEWS project page.The support and contributing docs are updated to point people to the MUIOGO repo surfaces rather than upstream MUIO, and to clarify when to use GitHub Discussions versus GitHub Issues. Templates are also updated
