Added support for Marine Bot Commander build orders from config file

• Build orders are defined in marine-build-orders.txt.
• A build order is chosen randomly at the start of a game round.
• The build order governs which structures are built in the marine main base and in which order.
• The build order governs which tech upgrades are researched and in which order.
• Conditions for building a structure or researching tech are the existence of a certain structure, tech or elapsed time.
• Two conditions to check can be linked by and or or.
• Details and exact syntax are provided in marine-build-orders.txt.
• There is a "Shotgun rush" build order that kind of works.

This contains only the necessary changes.
