docs: point development setup at the groundbolt-dev workspace

The Development section presented Docker and Local as two equal setup options, so readers landing on the Local steps followed them as the standard way to develop — without realizing the actual development environment is the groundbolt-dev workspace, which was only mentioned inside the Docker subsection.

Changes:

• The Development section now opens with an IMPORTANT callout directing developers to the groundbolt-dev workspace, followed by a short explanation of why: the webapp alone has no database, no metering provider, and no ground↔cloud sync — the workspace runs the whole system from one compose file.
• The Docker/Local option list is reframed as "what stays in this repo": the self-contained test harness, and a webapp-only non-Docker setup.
• The Local section gets a NOTE callout stating it is not the standard setup, spelling out what it lacks, and linking to the workspace.
