Drop the ioctl command allow-list and expected command mask prefilter from the NPDRM path. Keep ioctl-com tracking only for OBS builds and always arm the NPDRM mailbox breakpoint from the ioctl syscall path. Use the matched mailbox LR as the cmd6 guard in non-porting builds while reading the request command from the mailbox payload for the rest of the handler.

Removed broken code and removed the impact of logging on the product build. There may still be some problems during the testing process.
