+`renovate.json` is three lines: it extends `local>EduIDE/.github:renovate-config`,
+the org-wide preset. Policy changes belong there, not here. Nothing is
+automerged.

+Two managers see this repo. `helmv3` reads the `dependencies:` block in
+`charts/eduide/Chart.yaml` and refreshes `charts/eduide/Chart.lock` with it.
