Z4c: Updated robust stability test parameter file

The original robust stability test example parameter file for Z4c had problems preventing it from running successfully, namely:

• TmunuBaseX was required but not activated.
• Lack of Cactus::presync_mode.
• Lack of boundary conditions.
• Too few ghost zones were used.
• No norms were saved.

This PR fixes those issues and sets up the test following the Apples to apples paper. Specifically:

• The evolution is done on a long channel in the x direction with the y and z directions being limited.
• The grid spacing is fixed across all 3 directions.
• The code is evolved up to t=1000 (1000 crossing times)
• Output is performed every t=1.0 (every crossing time)
