Bug:
The disabled tooltip for "Align Tabs to Full Panel" said the option
requires "Tabs Inside Chat Panel" to be enabled, when the option is
actually disabled while that setting IS enabled -- the wrapper's
default verb is "enabled", so the sentence stated the opposite of
the real requirement.
Issue:
Reported as: tooltip says the option requires Tabs Inside Chat Panel
to be enabled, but disabling Tabs Inside Chat Panel is what enables
Align Tabs to Full Panel.
Fix:
Return the full corrected sentence ("...to be disabled") for that
branch, matching the same requireState-mismatch fix already applied
elsewhere in this file (Sync Border with Chat Panel).
