Expose a Python function that can be used to programmatically call Noether-eval, for more complex cases or when Python is preferred in driving the eval process, includes fixes for fixing roundtrip loading of serialised hp_params.yaml files, which was broken under certain circumstances. This overlaps slightly with #217 but has a different goal.
