CLI: federation proxy timeout, init backend port range, explicit recipes root - #92

…pes root - lloom cluster add-node --timeout-ms N sets the federated proxy backend's timeout (it was fixed at 30 minutes and preserved by --merge); a backend shared by several nodes is left alone. - init allocates new recipe runtimes from --backend-port-range, so an exhausted old range no longer fails before the new range applies. - init, bootstrap, setup and recipe commands accept --recipes-root. Written in a Codex Desktop session on 2026-10-16; committed from the uncommitted main checkout so it isn't lost. Co-Authored-By: Claude Opus 5.5 <noreply@anthropic.com>
