Emergent Requirement - Problem

We've been adding localizations for several languages, but they aren't very accessible to the user. Unless the language is detected in their browser. We should add a language selector to the nav bar

Here's some design considerations

• We use a tiered approach for translations. So if you choose Polish, it will only be supported on some of the pages (see the priority headers in en.yaml for reference). How do we display this to the user? Perhaps some languages can be disabled on certain pages, and say "Only available for voting experience?"
• Should we use flags? Best practice is to only use flags for countries (not languages), but using flags for languages is also super common and it makes the language easily identifiable.

Should this start as a design issue? I like the idea of making more design issues to be available as we get designer volunteers, but for more urgent issues I think we should go directly to development. This item isn't SUPER urgent, but I don't want to wait too long since it's a shame to have done so much translation work without the user having easy access to it.
