README 新增「Skill 部分停止维护（2026-09-19）」小节，AGENTS.md 的 Skill authoring 条改为停止维护声明：不新增、不改既有 skill 正文，收到 skill 变更 请求时说明已转走；历史内容原样保留、许可不变；packages/、contracts/、 entrypoints/、docs/ 等其余部分照常维护。 不删除、不改动任何 skill 文件。 Co-Authored-By: Claude Opus 5 (1M context) <noreply@anthropic.com>

README 新增「Skill 部分停止维护（2026-09-19）」小节；
AGENTS.md的 Skill authoring 条改为停止维护声明。要点：plugins/下的 skill 不再新增、不再改正文；历史内容原样保留，许可不变；已有 skill 相关 PR 与 issue 逐个处理或回复说明；仓内其余部分（packages/、contracts/、entrypoints/、docs/）照常维护。不删除、不改动任何 skill 文件。
为什么
Issue #133。维护者日常使用的 skill 已转往别处维护，两处并行演化会导致同一条 skill 出现两份不同版本，也会让外部 PR 无限期等待；先声明冻结，最终去留（归档、移交或保留）另行决定。
怎么验证的
node plugins/tests/skills.test.tsgit -c core.hooksPath=.githooks commitgit diff --statREADME.md、AGENTS.md两个文件，共 11 行增删怎么回退
git revert本 PR 即可，改动只有文档两处。
