_credential(), and stop the campaign with a clear error when no backend is
usable; close any probe invocation. Guard the direct sandbox-dependent unit test
so it does not fail when no backend is available, while preserving
_run_fixture_tests behavior.

populating `token_savings_fraction` in `summarize()`, preserving `None` when the
value is unavailable. Leave the other comparison fields unchanged.

Tracks #266 and #267; this PR closes them only after a complete, passing matched evaluation.
Root cause and approach
The harness rejected its own interrupted-run checkpoint because resume validation looked for the prior budget hold at the report's top level, while the report stores it under
budget. A transport interruption therefore prevented safe campaign resumption. The runner uses a frozen 30-fixture × 3-repeat cohort against immutable V2
v2.0.8and one exact V3 candidate. Both arms use the same worker, normalized Responses requests, isolated workspaces, and independent effect verification. It reserves worst-case cost before every provider request, requires the prior budget hold, preserves unknown usage as reserved, and reports provider usage from the relay journal. Replanning scenarios include typedupdate_planbehavior behind its capability and Strategic Plan guards.Validation
The exact-model regression first failed because the relay sent
gemini-3.5-flash-lite, then passed with the approvedgemini-3.1-flash-litepin. Focused benchmark tests passed (63, one sandbox-dependent skip) on earlier head8f4ba7b2c30c67d5e658657162d3fe9b10a5f435.Full OpenKyrozen CI passed on that earlier exact head in run 40529864256: full Python and core suites, agent workflow acceptance, syntax/inventory/provider/documentation checks, wheel install and rebuilt TUI acceptance, Docker persistence, installer syntax, and installed-update checks on Linux, macOS, and Windows. Two path-filtered jobs were skipped. The separate site build passed in run 40529864506.

54d17229fb3b101aac75cddb173f62b5d9c2444dfixes a review finding in the Strategic Plan benchmark fixtures. They advertised shell/process authority although the Strategic Plan guard intentionally rejects process effects. The scope-preserving prompt now leaves test execution to the independent evaluator, and both affected plans omit shell/process bounds; the guard remains unchanged. The branch was then updated to current

It resolves the overlap intests/test_interaction.pyby retaining both the active-plan preservation and stale queued-acceptance regressions. The associated site build passed; deploy was skipped.Benchmark and budget
Live model calls are paused as requested. The reported 3.5 attempt stopped at 133/180 rows with incomplete usage; the correctly configured 3.1 attempt stopped after one request with unknown usage. The mislabeled report that sent requests to 3.5 is excluded as 3.1 evidence. The source reports and SQLite budget ledger are unavailable here, so cumulative exposure under the approved US$20 cap cannot be verified. Unknown usage remains reserved. No complete matched result or spend claim is recorded.
Remaining work
#266 and #267 remain open: the matched cohort, reconciled usage, and statistical outcome/efficiency gates have not passed. Keep this PR draft until that evidence is complete. No live calls, PR merge, or public release are authorized by this update.
