Add possibility to create a new ingest, connected to an IP in the I/O-gateway.
To create a new ingest requires a name and a IP-adress.

daily-backlog-pr Phase 2: this was In progress with no branch/PR. The frontend ingest/bridge UI it belongs to is already being built in open draft PRs — #656 ("Feat/add bridge page") and #543 ("Feature/io bridge frontend"). Opening a competing automated implementation would conflict with that in-flight human work, so this pipeline is not implementing it in parallel.

Moving back to Ready and unassigning until those draft PRs land (or are closed). Flagging for human attention.
