docs(changelog): backfill [Unreleased] with the v0.4.x entries - #202

Releases run in manual mode, which never reads commit history: the body is whatever sits under the topmost ## [Unreleased] heading. Nobody populated it before v0.4.0-v0.4.2, so the materializer inserted an empty section and every body came out as a bare version heading. Adds the section with the 10 feat and 12 fix entries v0.3.2..v0.4.2 never surfaced, so the next release carries real notes.

Nobody populated it before v0.4.0–v0.4.2, somaterialize-unreleased.cjs:37-41inserted an empty section each time and every body came out as a bare version heading.Adds the section with the 10 feat and 12 fix entries from v0.3.2..v0.4.2 that never surfaced. The next release materializes it into a real body.
No tooling change: manual mode is the documented contract (
docs/dev/commit-changelog.md:82-95), the entries were simply never written.
