Add a Coolify deploy workflow, gated on green CI - #10
Conversation
foaf-protocol had no deploy workflow. It did not need one to deploy, which was the problem: Coolify's own per-app "auto deploy on git push" setting was ON for all three tiers, so every merge to main rebuilt api.foaf.io - the ledger every FOAF app posts transfers through - immediately. Nothing in this repo revealed that. Auto-deploy is now off for prod, demo and beta, so this workflow is the only deploy path. Demo deploys on workflow_run after CI reports success on main, not on push, because a push trigger deploys red commits. Talks to the Coolify API directly over HTTPS at coolify.rheo.ca rather than tunnelling SSH, so it needs one secret and no key material on the runner. Prod requires confirm=deploy-prod-protocol. Last of the four gates in the fleet (foaf-auth, railsbackend#85, onloan-api#14, this one). orchardly-rails needs none - it is not deployed anywhere. That path can undermine the intended production guard and may expose deployment authority. The actual reach of the shared deployment credential and external approval controls remains unverified. Require a push-triggered CI run for automatic demo deployment.
CI also runs for pull requests. A successful pull-request run whose head branch matches main can satisfy the branch filter and this success check, causing an unintended demo deployment. Require github.event.workflow_run.event == 'push' in this condition. GitHub identifies the triggering event in the workflow-run payload. (docs.github.com)

Official GitHub Actions documentation: who can manually trigger workflow_dispatch workflows, whether a selected branch/ref's workflow file is used, and whether repository secrets are available to workflows run from a branch in the same repository

- **Who can trigger it:** A user needs **write access** to the repository to manually run a workflow through the Actions UI. [1]
- **Which workflow file runs:** The `workflow_dispatch` workflow must exist on the **default branch** for dispatch to be enabled. You can select another branch or ref to run against; GitHub’s docs say runs use the workflow version at the event’s associated ref. So the selected ref can determine the workflow file version used, but it does **not** remove the requirement that the workflow exist on the default branch to be dispatchable. [2][3]
- **Repository secrets:** Yes. A workflow run on a branch in the **same repository** can access repository secrets, subject to the secrets’ usual scope and any organization or environment policies. The documented restriction is for workflows triggered from a **fork**, where secrets other than `GITHUB_TOKEN` are not passed to the runner. [4]

Injection
Reachability: External
Exploitability: Difficult
CWE: CWE-78 — Improper Neutralization of Special Elements used in an OS Command ('OS Command Injection')
Pass confirm through a step environment variable, not shell source.
workflow_dispatch requires write access, so this is not an unauthenticated critical issue. However, confirm still becomes Bash source and can bypass the production confirmation. The next step exposes COOLIFY_API_TOKEN as CT. This job has no environment: protection or workflow-local approval gate.
A user with write access can already push a branch containing a modified copy of this workflow and dispatch that ref. Same-repository branch runs can receive repository secrets. The remaining risk is the production-confirmation bypass and token exposure when branch or environment protections would otherwise restrict that dispatcher.

Deploy the commit that passed CI.
The API request asks Coolify to pull the latest main; it does not identify github.event.workflow_run.head_sha. If commit A passes CI and commit B reaches main before this request, Coolify can deploy B while B's CI is pending or failing. Bind the deployment to the tested SHA, or block deployment unless the commit Coolify will build has passed CI. (docs.github.com)

Groundwork for foaf-protocol's leg of the fleet walk (rheos/growoperative-api#55). The other four apps are done — foaf-auth, railsbackend and onloan-api are all on Rails 8.1.4 / Ruby 3.4.11 in production, orchardly-rails is merged.
Why this comes first
foaf-protocol had no deploy workflow — and did not need one to deploy. Coolify has a per-app auto deploy on git push setting, invisible from this repo, and it was ON for all three tiers. Every merge to
mainrebuiltapi.foaf.io— the ledger every FOAF app posts transfers through — immediately.Auto-deploy is now off for prod, demo and beta (verified by read-back), so this workflow is the only way any tier deploys.
confirm=deploy-prod-protocolmainSame design as rheos/growoperative-api#85 and rheos/onloan-api#14. This is the last of the four gates in the fleet; orchardly-rails needs none, as it is not deployed anywhere.
