Adds Linter Checker 300 Lines managed by CI Scope. This PR adds: - .github/workflows/linter-checker-300-lines.yml - .linter-checker-300-lines.json The workflow calls the shared gate in ForkHorizon/ci-gates, so gate logic updates roll out from that repository automatically. It checks changed files on pull requests and merge queue runs, and scans the full repository on manual or scheduled runs. Co-Authored-By: Claude Sonnet 5 <noreply@anthropic.com>
