  1. Migrate to scikit-build-core to better integrate with the CMake installation
  2. Fix errors in all documentation and update instructions for the new wheel build process
  3. Version flag for CLI tools: convert2degas2 --version
  4. Removed test with Python 12 to save test time. From now on, stick with only the start and end versions of Python if not strictly needed to check some other version.
  5. Removed the repair wheel step and related test since it's not needed anymore, and the build-wheel workflow will handle it.

The manylinux workflow is now working and tested on Perlmutter.

Important improvements to the build system, packaging, and documentation.
