Adds a Local OpenAI-compatible tile in Settings → Users' AI API for Ollama / LM Studio / vLLM running on the laptop (not in Docker).
Verified: container can reach host Ollama, and `POST /api/ai/test` with `local-openai` + `qwen3.8-notes:latest` returned success.
