Switch label and tooltip overhaul using verb+object format. Debug label standardization. This PR refines some labels from the ux branch (#1513) and adds new ones.

Dropdown default value changes (reverted from ux branch)

The ux branch changed several dropdown defaults to "Inherit from tenant." This PR reverts them back to the original text. No docs update needed.
