On August 18, 2026, the Council Chair, the U.S. Environmental Protection Agency, approved the Texas State Expenditure Plan (SEP) Amendment #3. Under the Spill Impact Component of the RESTORE Act, 30 percent of the funds in the Gulf Coast Restoration Trust Fund are disbursed to the five Gulf Coast States.
