fix(desktop): make host message queue compact and readable

Desktop host queues displayed repetitive status text and a persistent implementation notice, while full text buttons sat in hover-only action slots. Multiple messages could overflow their compressed rows and become unreadable.

Use compact single-line previews with small, always-visible edit/send-now/remove icons. The heading becomes “Queued messages”, supports collapse, and exposes delivery details only on request. Keep blocked and unresolved-delivery status visible, and prevent variable-height rows from shrinking into one another. Reuse the existing pending-queue Appearance contract and semantic tokens.

Validation:

• 8 focused host/legacy queue component tests passed, including normal-send recovery behavior, collapse/help, promote, and removal.
• Web API bindings generated; Web UI TypeScript passed.
• Canvas, Appearance, typography, 23 theme/color surfaces, visual governance, i18n and repository hygiene checks passed.
• Visually checked the actual component with simulated host RPCs in the in-app browser: four short messages, eight long messages with a blocked row at 480px, collapsed state, light/dark themes, and send-now. DOM measurements confirmed no overlapping rows, no horizontal overflow, and visible actions.

No live host or installed desktop build was exercised. Queue dispatch, disconnect recovery, and persisted shapes are unchanged.
