Brings the #735 dashboard over from origin/aanchal/ingest-dashboard. Accounts and the dashboard defaulted to bucket rldb while the pipeline uses ingest, so approvals never reached the watcher and accounts.json landed in the data bucket. All ingest tools now share add_store_args and store_from_args, moved to store.py so the dashboard doesn't import the converter's dependencies. The login redirect bypass and tying a lab to its vendor are not fixed here; both are needed before any vendor gets a login. Co-Authored-By: Claude Opus 5.5 <noreply@anthropic.com>

Replaces #735. Adds an optional
dashboardextra;uv.lockgains flask and its dependencies, with some marker churn from a newer uv.Tested: unit tests only, including upload, convert, approve and commit through the dashboard.
Not tested: Cloudflare login or a deployed dashboard.
