fix(worker): stop leaving other workers' probe logs on the host while Activity is off - #633
When Activity is off, the worker's five-minute cycle returns before it does anything, including the sweep that removes leftover activity probes. The only sweep left is the one at worker start. Since #609 that sweep keeps another worker's finished probe until it is older than PROBE_TIMEOUT, so a probe left by a worker that died and came back under a new id is never removed while Activity stays off. Its Docker log holds the raw addresses of that round.
Fix
_activity_cycle now checks Docker first. With Activity off it runs activity.sweep (no round, no sampling) and closes its client. With Activity on nothing changes: run_round already sweeps.
Tests
New test_disabled_still_sweeps_probes_other_workers_left fails on main (sweep is never called) and passes here.
New test_disabled_without_docker_does_not_sweep covers the Docker-down path.
The fresh-worker check still asserts that no round runs before the UI's first reply; it no longer asserts that Docker is never asked, since the off sweep asks.
tests/test_activity_worker.py: 72 passed. Full suite: 7458 passed; the 3 failures need git history and come from running outside a checkout.
Summary by CodeRabbit
Bug Fixes
Improved cleanup of leftover activity probes when activity collection is disabled and Docker is available. Cleanup now completes without starting a sampling round, and the Docker client is closed even if cleanup encounters an error.
When Docker is unavailable, the activity worker exits without attempting cleanup.
With Activity off, _activity_cycle returned before its sweep, so the only
sweep was the one at worker start. A finished probe another worker left
after that (one that died and came back under a new id) stayed on the
host, and its Docker log keeps raw addresses. The cycle now checks Docker
first and, when Activity is off, runs the sweep without a round.

Walkthrough
When Docker is available and Activity sampling is disabled, _activity_cycle now sweeps leftover probes and closes the client. When Docker is unavailable, it returns without sweeping. Tests cover both cases and verify that the disabled cycle does not run a sampling round.
The disabled-sampling path now sweeps leftover probes and closes the Docker client when Docker is available. Tests verify that it does not run a sampling round and that it does not create a client or sweep when Docker is unavailable.
GeiserX/CashPilot#560: Introduced Activity probes, activity.sweep, and the worker Activity cycle used by this change.
GeiserX/CashPilot#573: Changed activity.sweep behavior; this change calls the sweep when Activity sampling is disabled.
Merge Risk: Low · previous review 20572
Disabled Activity now cleans up leftover probes, but cancellation during client creation can leave a Docker connection unclosed until collection or process exit. This is a bounded shutdown concern; the change is mergeable with owner awareness.

Test client cleanup when the sweep raises.
Add a disabled-cycle test where activity.sweep raises and assert that the acquired client closes. The current test covers only a successful sweep, so it would not catch a regression that skips cleanup on failure.

A cancelled await on the client factory could drop a client created after
the cancel, leaving its connection open. _sweep_probes does all three in
one thread; the start-up sweep uses it too.
