fix(devices): stop telling users to add a device by hand while CashPilot is still adding it - #668
While CashPilot is still retrying a new ProxyRack device (#664), the hourly device check sees the new UUID as "invalid", because ProxyRack doesn't know it yet. It then raises the "not on your account" notice with the manual step, so the user is asked to add by hand a device the app is about to add. That notice also uses up the day's push for ProxyRack. If the retries give up, the give-up message is deduped and never reaches the user's phone.
The fix: while a registration is being retried, its device is left out of that notice. The device check still runs, so the flatline holdback keeps its answer. Once the retries give up, the device is reported again. A later check that finds it on the account clears the notice, as before. If the retry table can't be read, the plain notice shows.
This is the web half of the parity check against the fixes in GeiserX/CashPilot-Desktop#275. Of the seven issues fixed there, this is the only one that applies to web:
A failed store read deletes a pending row: doesn't apply. A failed read in _device_still_deployed raises and the pass stops; nothing is deleted.
A credentials edit drops the running device's retry, and a redeploy keeps the replaced device's row: doesn't apply. Web checks the deployed spec records (what actually runs), not the saved form. A redeploy with another id drops the old row on the next pass.
A retry finishing during a redeploy marks the new device added: doesn't apply. Web keeps no "added" state; the health event names the exact device id.
"Still trying" shown for a device that isn't running: doesn't apply. retrying is part of the deploy response for that deploy's own device.
A duplicate "not on your account" notice: applies; fixed here.
The give-up notice doesn't clear after a manual add: doesn't apply. The give-up notice is a notice row for the service, and the next check that finds nothing unlinked runs clear_alerts("notice", slug).
The removal test doesn't remove the deployment: doesn't apply. Web's test replaces the deployed record itself, which is what the check reads.
Test: tests/test_retrying_device_notice.py. test_a_device_being_retried_gets_no_notice fails on main. The full suite passes (7619 passed), and ruff is clean.
Summary by CodeRabbit
Bug Fixes
Devices with registrations still being retried are no longer shown in manual-link notices. If retry information is unavailable, notices continue to appear as before.
…lot is still adding it
A new ProxyRack UUID is unknown for about five minutes, so the hourly device
check finds it "invalid" while _retry_device_links is still adding it. The
collection loop then raised the "not on your account" notice with the manual
step, and that notice took the day's push for the service, so the give-up
message a day later was deduped and never pushed.
While a registration is being retried, its device is left out of the notice.
Once the retries give up, it is reported as before, and a check that finds it
on the account clears the notice. A failed read of the retry table keeps the
plain notice.

Walkthrough
The collection flow now omits devices with active registration retries from manual-link notices. If reading retry data fails, the existing notice behavior remains. Tests cover matching and unrelated retries, given-up retries, and read failures.

Summary
Filter notices using active retries app/main.py, tests/test_retrying_device_notice.py
The collection flow groups pending retry IDs by service and excludes matching IDs from manual-link notices. Given-up retries do not suppress notices. Tests also cover unrelated retries and retry-query failures.
GeiserX/CashPilot#469: Adds the unlinked-device notice and registration flow that this change filters.

This matches the raw summary, which excludes devices with pending registrations from _unlinked_devices_warning, and the PR objectives, which describe omitting retrying devices from the manual-link notice. The title is specific and under the length guidance, though it is long at 16 words.

Test partial filtering of unlinked devices.
Add a case with two unlinked devices and an active retry for only one. Assert that the notice names the other device but excludes the retried device. The current tests would pass if a matching retry suppressed the whole service notice.

Assert that no notice is recorded during a retry.
The test checks only the bell. A regression could record the notice before removing it from the bell, leaving the test green while consuming the push cooldown. Expose the record_alert mock and assert that it receives no notice for this device.

Test ProxyRack retry suppression end to end.
The suppression tests use an EarnApp result and a mocked retry row with the same ID. Add a test that stores a pending ProxyRack registration and runs its collector through the notice path. It would detect an ID mismatch that these tests cannot detect.

Add an end-to-end retry-suppression test that stores a pending ProxyRack
registration and runs the ProxyRack collector through the notice path. Use the
existing test helpers and assert that the pending registration suppresses the
notice, ensuring the test exercises ProxyRack’s actual registration ID rather
than reusing the EarnApp result in _loop_with_pending.

Unverified finding
We couldn't verify this from the code. It is shown for review, not as a verified issue.
The new set subtraction requires the pending-link writer and every collector to use identical device-ID strings. If ProxyRack stores a UUID in one form but reports the same UUID in another, an active retry will not suppress its notice.
The manual-link notice can still appear and consume the service's notice push while registration is underway.
This can occur when: For example, a pending row contains an uppercase UUID and the collector returns its lowercase equivalent in unlinked_devices.

While CashPilot is still retrying a new ProxyRack device (#664), the hourly device check sees the new UUID as "invalid", because ProxyRack doesn't know it yet.
