fix(ci): unblock the required hosted test on Ubuntu 26.04 and the new ctutils advisory - #660
The required check hosted test (self-hosted Linux) fails on every PR (first seen on #659) for two separate reasons that both arrived after the last green run on main (21 Oct).
Build. GitHub moved ubuntu-latest from Ubuntu 24.04 to 26.04. The ts_python pyo3 cdylib links libpython3.12, which 26.04 does not ship, and the target/ cache key has no image name in it, so 26.04 also restored a pyo3 build config made on 24.04. The build failed with rust-lld: error: unable to find library -lpython3.12. This PR pins the job to ubuntu-24.04, the image its setup was written for. Moving to 26.04 later means teaching the provisioning step a newer Python and adding the image to the cache key.
Supply-chain audit. RUSTSEC-2026-0385: ctutils 0.4.2 (digest -> blake2 -> argon2 -> ts_tka) can branch on secret values in its constant-time mask generation and u128 comparisons. cargo update -p ctutils moves it to 0.4.6 and nothing else, and the cargo vet exemption moves with it. Locally, cargo deny check advisories fails on the old lockfile and passes on the new one, and cargo vet --locked succeeds.

libpython3.12, which 26.04 does not ship, and the target/ cache restored a
build config from 24.04, so the required check failed with
'unable to find library -lpython3.12' on every PR.

The hosted_test job now runs on ubuntu-24.04 instead of ubuntu-latest. Comments document the libpython3.12 dependency and the cache key’s lack of image distinction.
Changes: Hosted Test Runner

Summary
Pin the hosted test image .github/workflows/ci.yml
The workflow pins hosted_test to ubuntu-24.04. Comments state that the newer image lacks libpython3.12 and that the cache key does not distinguish images.
The pin to ubuntu-24.04 should fix the hosted test link failure. The cache key still does not distinguish runner images, so a stale cache from another image could briefly keep the lane failing. Adding the image to the cache key before merging is a small change and removes that risk.

Include the runner image in the target cache key.
If an existing hosted-test cache contains Ubuntu 26.04 artifacts, the pinned Ubuntu 24.04 job can restore those artifacts because both the exact key and restore prefix omit the runner image. Use an image-specific key.

Update the cache-key setting for the hosted test job to include its pinned
Ubuntu 24.04 runner image, so cache keys and restore prefixes distinguish
artifacts built on different images.
