docs(proof): add QMM inspection card

Business change

Adds a QMM proof card to the public GitMoneyOS proof package and links it from the package index.

Why now

The selected QMM work was documented internally but did not have a discoverable, third-party inspection route in the public proof package.

What changed

• Added docs/proof-package/gitbuilt-qmm-proof-packet.md.
• Added one index entry in docs/proof-package/README.md.
• Linked only KAREN, DCC, and QMM Links.
• Added direct inspection routes and a claim boundary for every card.

Proof

• Read-only checks confirmed the selected repositories were public.
• DCC's landing page, deck, and tracker, plus the QMM Links page, returned successful HTTP responses on 2026-07-20.
• Markdown link check passed for all 16 links in the new card.
• git diff --cached --check passed before commit.

Risk and boundaries

• This is a public-review candidate, not a GitBuilt participant, revenue, employment, investment, acquisition, or security claim.
• qmm-racing is excluded pending its recorded music-rights gate.
• The card does not imply GitHub sponsorship, partnership, endorsement, or affiliation.
• No private project material, credentials, raw reports, or technical-security settings are included.

Decision needed

Red Pillar and Hitsuyo Aku: approve the exact wording, CTA, and merge to main.

After merge

The public proof-package index will expose a direct QMM inspection route. Revalidate if a selected public surface, rights state, or claim boundary changes.
