[CHORE] AGP Upgrade
- Update libphonenumber to 9.0.1 on Android. - Update PhoneNumberKit to 4.0.1 on iOS. - Refactor the use of PhoneNumberKit in iOS to use PhoneNumberUtility. - Update flutter_libphonenumber dependencies to be path-based. - Set `publish_to` to none in `pubspec.yaml`.
