- Replaces legacy AI chat backend paths with canonical agent session, thread, and run APIs.
- Adds agent definitions, run-plan resolution, and custom-agent policy controls.
- Centralizes runtime config, MCP/tool handling, usage reporting, and build-context chat support.
- Updates OpenAPI, migrations, and service/route test coverage for the new runtime model.
