- diagnose() never raises now: if LLM/retrieval is down it returns a degraded 'needs manual review' work order instead of 500ing the /faults endpoint (fixes Simulate 500 when the backend lacks LLM/Qdrant env or the DB flaps)
- New POST /work-orders/{id}/notify + 'Send WhatsApp to technician' button in the work-order drawer: supervisor can (re)send the WhatsApp to the matched tech on demand, any status. Verified live (real Twilio SID)
- Clarifies dispatch triggers: Approve (auto) and the new Send button (manual). Mark fixed only records the outcome.
