This repository is already consistent: container, CI and local environment all run 3.13. This bump would move only the container, creating a divergence where none exists — and this repository's CI does not build the image, so nothing would have verified it.

Worth revisiting as one deliberate change across all three layers, in all three Django repositories at once, with the dependencies revalidated on 3.14 first.
