Closing in favour of #8.

This bump would have moved the container to 3.14 while CI and every local environment stay on 3.13 — widening a divergence rather than closing one. The container was already on 3.12, so every verification in the Sprint #3 audit ran on a Python this project does not deploy.

#8 aligns all three layers on 3.13, the version the suite, the production boot and gunicorn have actually been verified against. A move to 3.14 is worth making later as one deliberate change across container, CI and local environment together, with the dependencies revalidated — binance-connector and cryptography above all.
