The anchors named a commit from before the work that landed after the session close: the framework contributions, the submodule repin, the dependency decisions. Stamped explicitly rather than by inference. close_workflow.md names this step by hand precisely because a prior host let these go stale for 34 sprints, and nothing fails when they do.
