[Lightning] Use shadow volumes instead of shadow maps for high shadow settings #11

Description

As discussed briefly in supertuxkart/stk-code#5641, a good option for high fidelity and pixel-perfect shadows is to use Shadow Volumes. For mostly everything in the tracks, it can be precomputed (we can even animate the shadow volumes for certain items), with the exception being moving interactive items (such as the beach balls in Gran Paradiso Island), karts (obviously) and throwable items (basketball, bowling ball, and so on). Of course, moving lights (such as headlights, for example) are unable to be precomputed as well.

For those exceptions, we'd either calculate it in real time (high setting) or just use approximations for them (shadow maps could be used just for them in lower shadow settings).
