[GUI] New velocimeter for Cartoon UI

Description

Here is a proposal for the velocimeter + nitrometer, following the design for the Cartoon UI.

The velocimeter pointer rotates around the black hexagon, which acts as the pivot.

I thought about that, but the position could go on the top left, being displayed for each kart on the list.

I had another idea: what if the nitro level was inside the velocimeter, and would go up as you get more nitro, as if filling the tank?

Man, this is better both in PC and in mobile (I'm having problems with jointing the nitro button with the nitrometer in mobile GUI), and can be the solution in the issue of the mobile GUI don't have the speedometer, I only need to make this happen.
