Combines the two unpublished corrective candidates and completed Moodle/source, quiz, desktop/runtime and dependency work. Pins merged desktop PR #21. Local root: 1146 tests pass, 4 skipped; UI: 3325 pass, 5 skipped, typechecks/lint/audit pass. Moodle lab: 19 real server checks and 16 tooling tests pass. Fixes Windows test portability and makes packaging unpromoted by default. The owner requested focused checks and publication for hands-on Windows/Fedora testing, not full clean-VM or stable-channel acceptance. Public release bytes and original working trees remain untouched.
