A ruling skill, and a ruling mode of --review --drive that scores it - #437
Closes#432. Stacked on #434 (#430): it reads decide from uphold check --json. Retarget to main before #434 merges.
skills/design-ruling/SKILL.md (Agent Skills format): read [decide] and the pinned uphold rev, rule on each question from the adopted records (orders settle conflicts), cite record line + quote at the pinned rev, a source section where it decides, and the closest ruled precedent; escalate when no adopted record applies, a conflict is unordered, or three runs disagree; or answer that no option meets the goal. Writes the Answered: line Design: a published-text checker resolves a ruling's citations #433 checks.
uphold_check.py --review --drive --rule [--runs N] [--agree M] [--timeout S] [--audit-every N --auditor 'CMD'] [--seed N] -- RULER. The ruler reads {"document", "question", "options"}, with options shuffled per run and "(recommended)" stripped, and prints {"answer", "citations"}, {"none", "citations"} or {"escalate"}.
Controls are [[review.ruling]] in policy/upheld.toml: question, options, and one of answer, escalate = true, none = true. none goes beyond the issue's "answer or escalate" so the skill's third outcome can be scored.
Defaults follow the owner's ruling, relayed by the consumer session: k = 3, all 3 must agree, 1 answer in 5 audited. All three stay flags.
The harness also checks every citation mechanically: the record is adopted, the line exists, the quote is on it. An answer must cite at least one line.
Tests (no model, stub rulers): tests/test_review.pyRulings and RuleCommand, covering a ruler that always answers (a) against a (b) control, one that always escalates against an answered control, partial agreement, the shuffle and stripping, unresolved citations, the audit, and protocol refusals. tests/test_skills.py checks the frontmatter name matches its directory, and the description.
Added rule-ruling checks that compare decisions against adopted records and precedence, with shuffled options and configurable agreement thresholds.
Rulings can include citations that are checked against source records. Optional auditing can flag unsupported citations.
Reports show ruling outcomes, agreement rates, citation issues, and audit results. The command-line workflow supports configuring runs, timeouts, audit frequency, and a random seed.

The two test files cover the requested protocol, scoring, citation, audit, and Agent Skills checks. No unrelated change is shown.
Full details: Linked Issues check
Explanation
Issue #432 requires a fresh reviewer run under the same harness to check whether each citation supports the ruling. The implementation in scripts/review.py and uphold_check.py performs mechanical citation resolution and only invokes an optional --auditor; it does not provide the required fresh reviewer check by default. The skill, control validation, shuffled options, outcomes, and stub-ruler and skills tests address the other stated requirements.
Resolution
Implement the fresh reviewer citation-support check required by #432, and add tests that demonstrate supported and unsupported citations through that reviewer path. Ensure the ruling result cannot hold when the fresh reviewer rejects a citation.

Uncited rulings pass
A none = true control passes when the ruler returns {"none": "no option works"} without citations. ask_ruler supplies an empty list, but this check rejects empty citations only for answer. All three runs can therefore hold without the evidence the docs require. Require citations for both answer and none, and add a test for an uncited none.
The reason will be displayed to describe this comment to others. Learn more.
Review checks block rulings
The ruling branch runs only after checks for the separate review document. A repository with valid [decide] records and ruling controls, but no review claims or exemptions, hits unrelated errors such as the unclaimed backpressure record. The command exits before asking the ruler anything. Move this branch ahead of review routing, review-control checks, and the review-document size limit.

Adopted records silently disappear
If the engine on PATH and the Python checkout have different catalogs, an adopted ID may be absent from local records. This filter silently drops it. If another adopted ID remains, the harness continues without showing every adopted record to the ruler. Return a clear catalog-mismatch error instead of removing unknown IDs.

…against [[review.ruling]] controls
`skills/design-ruling/SKILL.md`, in the Agent Skills format, answers a
design issue's questions from the records `[decide]` adopts, citing each
record line at the pinned uphold revision with a quote, or escalates.
`uphold_check.py --review --drive --rule -- RULER` asks the ruler every
`[[review.ruling]]` control `--runs` times (default 3). The ruler reads
the adopted records, numbered, with the question and its options
shuffled and stripped of "(recommended)"; it prints an answer, a none or
an escalation. A control holds when `--agree` runs (default all) give its
ruling with citations that resolve. With `--auditor`, one held answer in
`--audit-every` (default 5) is handed to a fresh auditor with only the
answer and citations, and an unsupported one fails the control.
Closes#432.

Clarify that ruling scoring does not check the closest-precedent step.
The ruling harness scores only the answer and its citations. A ruler can omit the closest-precedent step from skills/design-ruling/SKILL.md and still hold. The section heading ## 4. Score the procedure implies broader coverage than the harness provides. Rename the heading, and state in docs/REFERENCE.md that precedent is not scored. Do not add a precedent field to the ruler response. The harness document contains no issue history, so the ruler could not verify a precedent it reports.
Suggested fix
-## 4. Score the procedure+## 4. Score the answer and its citations

Minor · Use isdecimal() before int() in drive_arguments. · uphold_check.py:854-855
rest[1].isdigit() accepts ², but int("²") raises ValueError. The int() call runs inside the elif condition at uphold_check.py:854. The only try in that function guards the --auditor branch, so this error is not caught. run_review calls drive_arguments at line 880, before its try block starts at line 889. main calls run_review at line 1154 without a handler.
For uphold_check.py --review --drive --rule --seed ² -- ruler, the parser raises an uncaught ValueError. The CLI prints a traceback instead of returning the usage status 2 that REVIEW_USAGE and run_review document.
The same condition applies to --runs and --timeout. At the merge base, the not rest[1].isdigit() or int(rest[1]) < 1 check at line 759 has the same isdigit()-then-int() pattern. The head's loop at line 854 covers those options too.
Use isdecimal() instead. int() accepts the same Unicode decimal characters that str.isdecimal() matches, and isdecimal() excludes superscripts. The change is:

Minor · Reject a decide report that has no adopt list instead of reading it… · uphold_check.py:1044
Reject a decide report that has no adopt list instead of reading it as an empty policy.
drive_rulings only checks that decide is a dict. It then reads decide.get("adopt", []), so a missing adopt becomes an empty list. The function then returns 1 with the message "the ruling controls have no adopted record to be answered from. List the records under [decide] adopt in the policy." That message blames the policy for missing report data. reconciliation_report does not check decide, so a report such as "decide": {} passes validation.
The Rust engine always writes adopt, so this trigger needs a non-conforming producer. The impact is a misleading diagnostic. The exit status still reports failure.

scripts/review.py:538 🩺 Stability & Availability | 🟡 Minor | 💤 Low value
Translate unreadable or non-UTF-8 ruling files into RulerFailed, and move the call inside the handler.
ruling_document reads each adopted record with Path(path).read_text(encoding="utf-8") and has no handler. Its call in drive_rulings runs before the try that catches RulerFailed, so an OSError or UnicodeDecodeError escapes as a traceback with exit 1. The documented "could not look" contract is exit 2. Exit 1 also means that the rulings did not hold, so a CI gate can misread the failure.
The trigger is narrow. A file that is unreadable or not UTF-8 at load time already fails in load_records() before this code runs. This path needs a file to change between load_records() and the read, which is a short window with no I/O between them.
Suggested fix
In scripts/review.py, convert the read failure:
path = records[record_id]["_path"]
- text = Path(path).read_text(encoding="utf-8").splitlines()+ try:+ text = Path(path).read_text(encoding="utf-8").splitlines()+ except (OSError, UnicodeDecodeError) as error:+ raise RulerFailed(f"could not read {path}: {error}") from error
In uphold_check.py, move the call into the existing try, so that RulerFailed reaches the handler:

Update ruling_document to convert OSError and UnicodeDecodeError from reading an
adopted record into RulerFailed, preserving the record path and original error
in the failure details. Move the ruling_document call inside the caller’s
existing try block that handles RulerFailed so these read failures follow the
documented exit-2 path.
Assert the configured question in the end-to-end ruler stub.
ANSWERS_B reads payload["document"] and payload["options"], but not payload["question"]. It picks the (b) option by prefix, so its answer does not depend on the question. If the driver passed an empty or constant question, the stub would still answer (b), and the tests at tests/test_review.py:648-678 would still pass. None of them asserts the question text.
The unit test at tests/test_review.py:563-571 calls ask_ruler directly with a literal "Which?". It does not exercise the configured question through the driver, so it does not detect this regression.
The configured question reaches the ruler correctly today. The gap is test coverage only, so this is a refactor-priority improvement and not a functional defect.
Suggested fix
assert "L1: id = \\"fail-fast\\"" in payload["document"], payload["document"]
+ assert payload["question"] == "Which?", payload["question"]
answer = next(o for o in payload["options"] if o.startswith("(b)"))
