Added venv support to install older version of numpy that appears to be required by the libraries

Tested it on a fresh install and it didn't work. Will get it in a working condition before resubmitting. |

It does in fact work on a fresh install -- the problem was my test procedure, not the code. Please test it yourself as well before merging. |

I found that the PyLap libraries failed to run with the latest version of numpy (V2). I solved the problem by installing older versions of numpy, scipy, and matplotlib using venv in the PyLap folder. This setup worked on my computer and hopefully it'll work for others.
