The periodic refreshes run only while the tab is visible, so a tab that booted in the background (opened behind another, or switched away from in its first seconds) sat on "Opening the workplace" with an empty room list until it was looked at. The first read of teammates and cards is now a plain effect on ready; the visible-only interval keeps the refreshes. Proven on hr-test with document.hidden forced true from the first script: nine rooms listed within two seconds.
