docs(proof): add Proof Pack 001 reviewer quick-check

Summary

• Added a Proof Pack 001 90-second reviewer check to the proof repo README.
• Includes direct release route, tag, asset name, SHA256, local hash verification command, and ZIP verifier command.
• Preserves the current CONTROLLED_TEST_VALIDATED claim ceiling.

Validation

• python -B scripts/verify-proof-pack-001-release.py: PASS
• python -B scripts/build-proof-pack-001-zip.py --check: PASS
• python -B scripts/verify-proof-pack-001-zip.py --check: PASS
• git diff --check: PASS with LF/CRLF warning only.

Claim boundary

This change improves reviewer verification speed only. It does not promote runtime-active public proof, public signal proof, production readiness, SOCaaS readiness, autonomous SOC operation, AI-approved/analyst-approved disposition, or public-safe runtime proof.
