Widevine SL1(hardware,best security level) test content

Added a new widevine test content on StagingUI menu. This is similar to Playready| 2.11 AVC 1080p SL3000 test content.

Use MSEEME mode to test Widevine content. If using PC browser it needs a combination of browser, drm system and cpu+gpu trustedenv to match a certain levels. Edge browser may support Playready-SL3000 but not necessary Widevine-SL1.

Playready worst to best security levels: SL150, SL2000, SL3000(hardware).
Widevine worst to best security levels: SL3, SL2, SL1(hardware).

EME worst to best security levels: 1,2,3,4,5. DRM systems map own security level identifiers to 1-5 values.

test available in production as WV.6 (SL1 video, SL3 audio, CENC).
Adding CBCS test (WV.6.1) with the same config and high bitrate test (WV.7) from staging for next production release.
