Add canonical ProofLoop receipt envelope

Outcome

Adds a general proofloop.receipt/v1 transport envelope without replacing the existing gate, hosted, UI-QA, evaluation, or application receipt schemas.

• wraps inline or referenced legacy payloads with content hashes
• verifies referenced-file integrity and safe relative paths
• limits authoritative verdicts to deterministic gates or immutable official scorers
• keeps model, human, and external judgments advisory
• exposes schema discovery and receipt verification through the CLI
• includes migration guidance and conformance fixtures

Proof

• 27 test files / 157 tests passed
• 12 new receipt-envelope tests passed
• five valid JSON-Schema fixtures accepted
• invalid authority/scorer fixtures rejected
• built CLI valid receipt exits 0; invalid authority exits 1
• package dry-run includes schema, docs, API, and CLI

Boundaries

Existing receipt schemas remain valid and no deployment or package publication is included.
