Stacked on #992 (the top of the open stack): merge that first, then retarget this to main.

Every agent session loads AGENTS.md whole, but three of its sections only matter for one kind of task. They move, word for word, into skills under .claude/skills/. Agents that support skills (Claude Code, which I checked; Copilot and Cursor should too) load them when the task comes up:

Skill From AGENTS.md
implement-component Component Implementation Checklist
upgrade-carbon Upgrading Carbon and TypeScript
port-ai-chat-component Porting Carbon AI Chat (names and the ai-chat barrel, slots, styling, gotchas, state)

AGENTS.md keeps a short section for each. It holds the rules that apply to every change, such as never bumping a catalog dependency on its own and AI Chat's barrel, plus a link to the SKILL.md, which any agent can open. It also lists the skills up front, and its update guidelines say where new procedures go. AGENTS.md drops from 315 to 278 lines.

The root .gitignore is an allowlist, so it now lets .claude/skills through; the rest of .claude/, such as personal settings, stays ignored.

These skills are for contributors' agents. The skill the package ships to apps is a different one, under carbon-components-ember/skills/ (#986).

Claude Code, run in a checkout of this branch, lists implement-component, port-ai-chat-component and upgrade-carbon.
