I have a new dataset I would like to upload

Need to have an official procedure for uploading and reviewing a new problem. Need to come up with a standard data format.

I believe I found a new member of P for an existing problem

We need to have an official procedure for uploading a new member of P. Testing it to make sure it is indeed a solution and then we need to have a way to attribute this to someone.

I believe I can improve the testing framework itself

This will be instructions on how to contribute to the ranklib codebase.
