• Adds PLAN.md section 9: definitions for gap-to-budget bridge, pipeline coverage, order intake, GP-margin/negative-GP quality signal, and annuity-vs-project split, plus a reordered 15-minute exco dashboard layout and matching board-pack slide.
• Adds TASKS.md Tasks 13-22 (atomic execution steps, phase 2), starting with a Python 3.14 dependency-pin fix needed on the current dev machine.
• Debtors/DSO explicitly deferred (no data source yet) — noted in CLAUDE.md so it isn't silently invented later.

This PR is planning-only — no pipeline code changes yet. Implementation (Tasks 13-22) follows in subsequent commits on this branch.

Test plan

• Task 13: dependency pins install cleanly on Python 3.14, full test suite green
• Tasks 14-22: implement bridge/coverage/intake/annuity metrics, dashboard sections, board-pack slide, per validation commands in TASKS.md
• Manual dashboard check in browser before merge (per repo convention for UI changes)
