Fixes the mismatch exposed by Dependabot PR #154. Grouped updates are eligible only when the metadata list is non-empty and every dependency is semver-patch; all existing author, bot-ID, same-repository, target-branch, and branch-prefix guards remain. Also upgrades the pinned fetch-metadata action to v3.1.0, which runs on Node 24.
