Simplifies the
geoglows_ecflowforecast workflow without changing its behavior: removes duplication, replaces scattered magic numbers with named constants, separates inputs from logic, and adds a unit-test safety net. Also makes the vendored ECMWFcomfiesframework importable on Python 3.12+ so the suite definition can be built and tested on supported interpreters.
