Added a checkbox for enabling smooth frametime fix and adjusted the layout for several items in the configuration edit dialog.
Added functionality to toggle visibility of smooth frametime fix based on present mode selection.
Added environment variable for VBlank control based on present mode settings.

Add a button when selecting Present mode: Immediate to enable the frametime fix implemented in KytyPS5 U59 int20 so that it becomes more accessible for people. The button only appears when selecting Immediate present mode. This required to have the setting setting KYTY_PRESENT_ABS_VBLANK already in u59-preset.json but at default it's set to off with the button changing the setting to an on state.
