🛡️ Joie Catipon | AI Governance & GRC Practitioner

Creator of the New Brunswick Responsible AI Framework (NB-RAF v1.1 — Draft) CAIDP AI Policy Clinic — Research Group Member

I bridge two decades of enterprise technology, cybersecurity, and governance experience with emerging work in AI governance, AI security, and responsible deployment of AI systems.

My focus is practical: translating emerging AI governance principles into frameworks, controls, and implementation guidance that organizations can actually use.

My current work sits at the intersection of AI governance, cybersecurity, privacy, AI policy, and frontier AI safety, with particular interest in how organizations establish accountability, traceability, security, and human oversight as AI systems become more capable and autonomous.

🏛️ AI Governance & Policy

CAIDP AI Policy Clinic

Research Group Member | Fall 2026

Participating in the Centre for AI and Digital Policy’s AI Policy Clinic as a Research Group Member, exploring emerging questions in AI policy and governance.

Current areas of interest include:

  • AI accountability and governance
  • Agentic AI and system oversight
  • AI security and risk management
  • Transparency, provenance, and traceability
  • Privacy and data governance
  • Human rights and responsible AI
  • Public-sector and regional AI policy

New Brunswick Responsible AI Framework (NB-RAF)

Creator & Steward | Draft 2026

NB-RAF is a practitioner-led, voluntary governance framework exploring how global AI governance principles can be translated into a practical context for New Brunswick and Atlantic Canada.

The draft draws from frameworks and principles including:

  • NIST AI Risk Management Framework
  • ISO/IEC 42001
  • EU AI Act
  • Canadian AI policy developments
  • UNESCO AI ethics principles
  • OCAP® principles
  • UNDRIP
  • AI security and adversarial-risk practices

NB-RAF is not legislation or an approved government standard. It is an open public consultation project intended to encourage practical discussion around responsible AI governance in New Brunswick and Atlantic Canada.

🌐 Ethics, Data Governance & Responsible AI

My governance foundation combines ethical AI principles, data governance, privacy, cybersecurity, and practical risk management.

  • University of Helsinki — Ethics of AI, 2 ECTS. Examined ethical issues surrounding AI, including bias, transparency, accountability, social impact, human rights, privacy, and responsible deployment.
  • ITU Academy — Data Governance Basics. Built foundational understanding of data governance, including data management, governance structures, responsible data use, privacy, accountability, and the relationship between data governance and emerging digital technologies.
  • Securiti — AI Governance & Security
  • Responsible AI Institute — NIST AI Risk Management Framework
  • CLLMSP — LLM Security & Adversarial Defense
  • TryHackMe — AI Security & Adversarial Defence
  • AMII — AI Pathways Foundations
  • IBM — Artificial Intelligence Fundamentals

🤖 AI Governance, Security & Responsible AI

My approach combines governance with technical understanding.

Rather than treating AI governance as purely a policy discipline, I am interested in the controls underneath it:

Governance → Risk → Security → Privacy → Implementation → Assurance

Areas of ongoing work and study include:

  • AI risk management
  • AI security and adversarial testing
  • LLM security
  • AI red teaming
  • Agentic AI governance
  • AI system accountability
  • Model and system documentation
  • AI procurement and vendor risk
  • Data governance and sovereignty
  • Human oversight and escalation
  • AI incident response
  • Provenance, identity, and authorization for AI agents

🚀 Current Focus

Systems Specialist | J.D. Irving

Supporting Microsoft 365, Exchange, Intune, Defender, and enterprise workplace technologies while continuing to build expertise at the intersection of technology, cybersecurity, governance, and AI policy.

AI Governance Research

Exploring practical governance challenges created by increasingly capable AI and agentic systems, with particular interest in identity, provenance, authorization, accountability, and human oversight.

NB-RAF Stewardship

Maintaining NB-RAF as an evolving open governance project and regional contribution to the broader conversation around responsible AI in New Brunswick and Atlantic Canada.

🌎 Direction

My long-term objective is to help organizations move beyond “AI ethics” as a statement of principles toward governance systems that are measurable, auditable, secure, and implementable.

I am particularly interested in the emerging governance challenges surrounding frontier and agentic AI, where traditional organizational controls may no longer be sufficient.
