Bugfix/display empty highlight

Summary

• Restyle ENG Display controls to match the compact Show only card pattern with clear shown/hidden states.
• Apply the no-results amber treatment consistently to active filters, empty results, and non-default Display filters.
• Replace the empty-state Refresh action with Clear all filters, resetting search, teams, Show only, Display, initiative grouping, and alert-only filters.
